Subject: Concerns Regarding the Use of Advanced Weather Modification Technology Against BRICS Members

Esteemed Council Members and Honored Ambassadors,

We address you today with a grave concern regarding the application of advanced weather modification technology by certain Galactic Federation entities and affiliates. Specifically, we are concerned that such technology may be employed in a manner that disrupts the stability, security, and sovereignty of BRICS member nations and those seeking to join their alliance. This matter requires our immediate attention to ensure adherence to the principles of peace, autonomy, and mutual respect that form the cornerstone of interstellar diplomacy.

Recent developments on Earth indicate that the world’s financial landscape is shifting. The BRICS nations—Brazil, Russia, India, China, and South Africa—have initiated efforts to create an independent and collaborative economic framework. The establishment of the BRICS Development Bank represents a significant step toward reshaping the global financial system, diversifying options for nations, and reducing dependence on the dollar-centric financial system. This shift has sparked both interest and concern across Earth, as it suggests a move away from a singular, US-centered monetary structure to a more multipolar approach.

In the past, the Galactic Federation has demonstrated a steadfast commitment to supporting sovereign decision-making without interference. However, we have received reports suggesting the potential misuse of weather modification technologies that appear to target nations affiliated with or sympathetic to the BRICS initiative. Such actions raise critical ethical concerns and jeopardize the Federation's longstanding values of unity and non-intervention.

We respectfully urge the Council to consider the following:

  1. Transparency in Technology Use: Any use of advanced technology, particularly weather modification, should be fully transparent and conducted with the explicit consent of the nations affected. This principle ensures accountability and respect for the sovereignty of all member states.

  2. Adherence to Non-Interference: Diplomatic efforts must always be prioritized over coercive methods. The manipulation of environmental conditions to sway economic or political decisions would violate the principles of the Federation and could incite distrust among member planets.

  3. Safeguarding Federation Integrity: Allowing factions to use Federation technology in such a manner would weaken the trust between Earth and the Federation, hindering future partnerships and potentially leading to diplomatic isolation.

We request that the Council conduct an impartial investigation into these claims to confirm whether weather modification technology has been misused. If substantiated, we hope the Council will take swift action to halt these practices and reaffirm the Federation’s commitment to non-intervention.

In solidarity with the shared vision of peace and cooperation, we urge the Galactic Federation to recommit to its values and foster a climate of respect as Earth navigates this transformative period.
